This is a request for approval of a non-statutory development agreement for the Phoenix Crossings Development outlining conditions and responsibilities as the development is built out.
In accordance with Florida Statutes, notices detailing the date, time, and location were mailed to property owners within a 300-foot radius of the development on May 22, 2025. Advertisement was published in the Observer Local News on May 29, 2025.
Background:
The owner, Abundant Life Ministries-Hope House Inc., have received major site plan approval for a 28-unit affordable housing apartment complex called Phoenix Crossings. One of the conditions of approval placed on the site plan is the approval and execution of this development agreement. There are existing conditions that are unique to the property that prompts this agreement with the applicant to ensure the development does not adversely affect neighboring properties or city resources.
The agreement outlines the following:
- unified ownership;
- overall development plan;
- phasing of the development;
- access to the property;
- water meters;
- sanitary sewer;
- stormwater;
- hold harmless agreement; and
- binding to the property.
