Summary/Highlights:

This is a request to vacate, by Ordinance, a portion of a 50-foot unimproved right-of-way, known as Bluege Street, as well as certain unimproved alleyways in Blocks 213, 214, 215, 222, 223, and 268, all within the Town of Bunnell plat as recorded in Plat Book 1, Page 2, in the Public Records of Flagler County, Florida.

 

In accordance with local notification procedures, notice of the date, time, and location was published in the Observer Local News newspaper on April 24, 2025. Notices were mailed to abutting property owners by certified mail on April 24, 2025.



Background:

The applicant, Abundant Life Ministries-Hope House, Inc., is requesting to vacate certain unimproved alleyways located in Blocks 213, 214, 215, 222, 223, and 268 as well as a section of Bluege street, that section being a 50-foot unimproved right-of-way, all within the Town of Bunnell Plat. The section of right-of-way requested to be vacated is located within Parcel ID: 10-12-30-0850-02130-0030. All alleyways are 10-foot alleys.

 

This vacation would allow the parcel as mentioned above to be developed into an affordable housing development with 28 units. The PZA Board, at their April 1, 2025 regular meeting, voted to deny the site plan for this development and has since been appealed to the City Commission. The appeal is scheduled for the City Commission's May 12th regular meeting.

 

There are currently no City or other public utilities located within the subject alleyways or right-of-way requesting to be vacated and they currently serve no public use.



Staff Recommendation:

Recommend approval to the City Commission for the vacation of the alleyways within Blocks 213, 214, 215, 222, 223, and 268 as well as a section of a 50-foot unimproved right-of-way (Application No. VAC 2025-03), known as Bluege Street, all within the Town of Bunnell Plat as recorded in Plat Book 1, Page 2, in the Public Records of Flagler County, Florida.
