This is a request by the applicant for major site plan approval for the Sizemore Building Expansion #2 project on 12,000+/- square feet.
Background:
The applicant, Newkirk Engineering, Inc., on behalf of the property owner Duane Sizemore, is requesting major site plan approval for a project that spans approximately 0.23+/- acres on the property located at 901 E. Moody Blvd. The project consists of a 10,800 square foot building addition that will be replacing existing impervious area, parking spaces, and the relocation of the existing dumpster enclosure. This requires major site plan approval as they are expanding or replacing more than 2,000 square feet of impervious area on an existing developed site pursuant to Section 22-4(a)(1)c.
Staff and the Technical Review Committee have reviewed the submitted plans and material in accordance with the City's Land Development Code, Comprehensive Plan, and other applicable federal, state, and local regulations. The plans have received all applicable staff and TRC member sign-offs and is deemed to meet the requirements listed with the City's land development regulations and is consistent with the City's 2035 Comprehensive Plan. There is one outstanding comment and has been placed as a condition of approval. The applicant will be required to satisfy this condition of approval prior to a building permit being issued. The applicant has been notified of the condition of approval and is working with the City on providing an update to the plans to satisfy the condition.
In accordance with Section 22-3(e) in the Land Development Code, the Planning, Zoning and Appeals Board shall consider each major site plan application and shall base its decision on the use, size and dimension regulations for the respective zoning district, the site review standards established herein and all other applicable land development regulations, and comprehensive plan policies. The planning, zoning, and appeals board may impose conditions on-site plan approvals which ensure compliance with all applicable land development regulations and comprehensive plan policies.
Staff Recommendation:
Approve the major site plan for the Sizemore Building Expansion #2 project with the following condition to ensure consistency with the City's land development code and code of ordinances:
- The dumpster enclosure to be relocated must be placed in a position that allows adequate access for the City's solid waste vehicles. Please ensure the dumpster enclosure location and position is satisfactory to the Solid Waste Department.
